Site Approval for the Establishment of New Fuel Station


Service Description

Investors wishing to establish new fuel station in the Kingdom of Bahrain can apply for a license to establish a new fuel station through the commercial registration portal "Sijilat", which is managed and operated by the Ministry of Industry and Commerce. The Ministry of Oil and Environment, in turn, coordinates with the concerned authorities to ensure the suitability of the site for the establishment of a fuel station. Through Sijilat, a commercial license can be issued to establish and operate a fuel station. 



Scope of Service

Pre-Approval – Approval of a Site for the Establishment of New Fuel Station:

The application site is technically evaluated by the competent authorities, studying the possibility of establishing a fuel station project at the applicant's site, and giving approval (license) on the application site only accompanied by the requirements and recommendations of the competent authorities. Once all pre-approvals are obtained, the applicant will be notified by the Ministry of Oil and Environment to start preparing engineering drawings of the station and proceed with the construction of the project.


Post Approval – Approval of Commercial License Issuance:

After completing the construction of the project, issuing the construction completion certificate and conducting the pre-commissioning inspection, the application is technically evaluated by the competent authorities and ensures that the requirements for the commercial activity are matched as mentioned in the Commercial Activities Requirements Manual, and post approvals will be granted for the issuance of the commercial license.

After obtaining all approvals in Sijilat, the applicant can carry out the final inspection (commissioning) for the station and operate it.

The investor can view the commercial activities requirements guide under the name of the commercial activity " Retail sale of automotive fuel in specialized stores - ISIC code 473" through the Sijilat system to view the requirements of the concerned authorities in the activity.

​Investors can submit the application through the electronic portal "Sijilat" which is managed and operated by the Ministry of Industry and Commerce by entering the required data and documents into the system.​



Required Documents

Phase I (pre-approval) – Approval of a Site for the Establishment of New Fuel Station:​

  • A letter from the owner stating the type of application (Site Approval for the Establishment of New Fuel Station).
  • Copy of an authorization letter if the applicant is authorized by the owner.
  • A copy of the land title deed document or lease agreement specifying the purpose of the lease (Construction and operation of a fuel station).
  • A preliminary engineering drawing showing all proposed station access including the area tabulation, retail shops and other services.
  • A copy of the valid survey certificate of the property.

Phase II (Post Approval) – Approval of Commercial License Issuance:

  • A technical certificate states that the subject station is fit for operation.
  • As-built general layout drawing of the fuel station.



Terms and Conditions(Updateable)

  • All information entered must be accurate, and the applicant bears full responsibility for its accuracy.
  • All required documents must be valid.
  • In the event of implementing a project to establish a new fuel station on several adjacent properties, all property title deed documents must be submitted, stating the owners of the properties.



Service Duration

30 working days from the date of submission of all required documents for the first phase -3 working days from the date of submission of all required documents for the first phase.
